Introduction On July 26, 1990, President George H. W. Bush signed into law the Americans with Disabilities Act (ADA or Act). Standing on the South Lawn of the White House, the President declared that the Act was "landmark" legislation amounting to a "comprehensive declaration of equality for people with disabilities" similar in historical significance to the passage of the Civil Rights Act of 1964 that mandated fair and equal treatment for people of color. 2 For President Bush and those members of Congress who fought for the Act's passage, July 26 represented nothing short of "another 'Independence Day,' ... [when] every man, woman and child with a disability can now pass through once-closed doors into a bright new era of equality, independence and freedom" in which they are guaranteed "the opportunity to blend fully and equally into the rich mosaic of the American mainstream." 3 To usher in this new era, the ADA would act as "a sledgehammer" to breakdown barriers that "separated Americans with disabilities from the freedom they could [previously] glimpse, but not grasp." 4 Around the time the Act passed, roughly sixty-six percent of working age individuals with disabilities were unemployed. A similar proportion of such individuals wanted to work. 5 Overcoming the low level of employment for individuals with disabilities was an important hurdle in this new era.
