U.N. Approach to Access to Essential AIDS Medications, INTELLECTUAL property law and the WTO TRIPS Agreement

It's a privilege to be here. I'd like to thank Emory University, Emory International Law Review, and CARE International for inviting UNAIDS to participate in this important event. UNAIDS is a unique collaboration within the United Nations system. It brings together a small Secretariat, for which I work, along with eight co-sponsoring organizations - the International Labor Organization (ILO), United Nations Children's Fund (UNICEF), United Nations Development Program (UNDP), United Nations Population Fund (UNFPA), United Nations Office on Drugs and Crime (UNODC), United Nations Educational, Scientific and Cultural Organization (UNESCO), the World Health Organization (WHO), and The World Bank - together in a common effort to fight the AIDS epidemic. This morning, listening to the presentations and trying to imagine what I could add, I was reminded of that quotation from the classics: "nothing can be said which has not been said before." Following the superb introductions and overviews by Dean Arthur, Dean Curran, Tom Mastro, and Anne Peterson, my challenge as the final speaker on the panel is to find something new to tell you. Forty-two million people in the world are living with the human immunodeficiency virus (HIV). The vast majority - ninety-five percent - are in developing countries, most in sub-Saharan Africa. In 2002 more than three million people died of the disease caused by HIV, autoimmune deficiency syndrome (AIDS).
