The ILO has established clear principles on the exercise of the right to strike and admissible restrictions as regards essential services. The author summarises the criteria adopted. He then presents a comparative study of existing regulations in Argentina, Brazil, Paraguay and Uruguay, arguing that the Mercosur integration process should allow them to agree on the harmonisation of their respective labour laws and to align them as necessary on ILO standards.
